I assume you are talking about Romeo and Juliet. This is a part that is often missed - Shakespeare didnt do a really great job of explaining this one - I can understand your problem. He stopped along the way to give Romeo the letter because there was a house where someone had plague and as a priest, it was his job to give last rites. Since plague was contageous, he was trapped inside and the letter never arrived to Romeo. Pax - C.

If you mean Friar John from "Romeo&Juliet" - yes, a quarantine because of the black plague. At the time, there was a no cure for it, and it's very contagious, so everyone who was suspected of having been in contact with it was quarantined, to avoid it from spreading.

What kind of a notice? To whom? About what? Can't help you with that unless you add more details, sorry. :(

To comment on the answer below mine: Friar Lawrence was the one who married Romeo&Juliet, Friar John was another friar whom Friar Lawrence sent to give Romeo the message.

if ur talking about romeo and Juliet i believe it was friar lawrence... although i not 100 percent sure
