Unemployable? I don't think that anyone is unemployable, but here is my critique.
Your resume has no specified objective. What position are you going for?
Instead of listing your experiences chronologically as you have, why not make your resume more functional. Have a "Related Experience" section which lists jobs 3-5 and an "Other Experience" section after that which lists the other 2 w/o the details.
Start every bullet with an action word in past tense and try to use something other than "worked."

Sorry, I don't see anything in the resume that makes the person unemployable. Background, skills, experience, all that is there. If the person is applying for a job as a construction site foreman, there may be a problem. But for a position in graphic arts, I don't see a problem.
Okay, there is one thing: Length on the job. This person was unable to hold down a job for a year. That matters to some employers. They figure the person will leave in 6 months. This can be brought up at the interview - perhaps there are good reasons for the short-term employment histories. If that person is you, I would just assure a prospective employer that you are looking for a long-term commitment to a job with a future.

While at a company that designed custom sports apparel for kids and prepared graphics for printing.
Is an example of parts of the resume that do not fit....
there are a few of these...why not change that to "designed custom sports apparel for kids and prepared graphics for printing"
make all of those tenses the same.
Anywhoo that is not what you asked.
To answer your question:
The person is unemployed because of the tight job market.
If I saw the resume I would wonder why the person was not on any one job for very long and why the shift in work?
The best of the work stuff to me seems to be the early stuff (that is in line with his or her major). Why did they stop working in that field?
I would also want to know what kind of jobs this person is apply for.....Since the person is already working it should be a bit easier for them to find the kind of work that they really want.... but in order to do that, that person might want to decide what that is and really go for it.
Tell that person to hang in there. Many people switch jobs, but there is nothing on there that would make you stand out so be sure that this person has
a HELLOFA cover letter!
The resume and cover letter can get them in the door but getting the job might be something different.
Have a trusted friend go over your interviewing skills. Practice and explain your job gaps so you wont be caught off guard when asked

1) The dates of 2 jobs overlap
2) An unexplained 3 year gap in employment
3) Doesn't stay at any job for any length of time. 1st job -7 months, 2nd job - 5 months, unemployed 3 years with no explanation, 3rd job - 5 months, 6 months unemployed, 4th job - 5 months, 7 months unemployed, 5th job shows a little time spent there. All in all this resume appears to belong to either someone who is unstable, unreliable and unable to hold a job.
From January 2000 - May 2005, this person worked a total of 1 year and 10 months, was unemployed for 3 years 6 months. This would indicate this person is really not interested in working.
Based on the information in this resume, I wouldn't even consider this person for an interview.

1.) You did not specify when you graduated college
2.) Are you applying for a design job? Is that what you wanted to do, what you did after graduation but stopped, now want to come back, or did you just do those help desk jobs because you hadnt graduated yet? It makes you look undecided about what you really want to do.
3.) If you are applying for a design job, people are getting really creative with the resumes....I once saw someone make their application into a box of candy, list their skills as the ingredients, made the title their name, then put the candy inside. You would also need a strong portfolio.
Just make yourself more clear about what it is you want to do, you seem to be very qualified, maybe a little over qualified for the jobs youve been doing.

There is no reason why this person can not be called for interview and be hired as shown by the resume. There are many companies that need his skills so if they receive a copy of the resume, they act on your application.
It is the interview that counts more for hiring. The resume will just open the door for interview, negotiation and agreement about the employment terms and condition.

It would depend on what position you were after as the education side of things looks ok.
The biggest issue I would have as an employer would be the lack of employment stability. Apart from the current position the longest one was 7 months. I would be wondering what the reason for that was.
The next reaction from myself would be dependant on the answer to that. If you were sitting there telling me that you weren't adequately challenged or were looking to further yourself then I would be considering that you'd probably been fired from one of more of those positions and were covering up or you were an opportunist who would waste my time and resources training you in a position only to have you fly off after the next position that caught your fancy.
