It's about 2 years old. Is there about to be a problem with it?

It's not a problem. It's quite normal. Most electric water heaters make that sound from the get-go. It's simply the sound of the element heating the water surrounding it. Same sound bacon makes when it hits a hot skiddle. I replaced one for a lady once that made that sizzling sound, she just couldn't stand it. The new one made the same sound immediately. Don't worry about it till it doesn't make any sound.
Relief valves don't make a whistling noise when they release pressure, they just spit hot water down the side of the heater.

It sounds as though the pop-off pressure valve is indicating a problem. Either the water heater is building up too much internal pressure or the pop-off valve is defective.

its your high temp pop off valve, there is too high a setting on you element or your thermostat has gone bad
