Whats the BEST computer for DOS games? Windows 95? Or Windows 3.1?

Whats the best computer I should look for on EBAY for DOS games? (no emulator suggestions, thanks.)

windows 3.1 would be better

Running within Windows 3.1 a DOS game may not have access to sound card; don't know if that held true for Windows 95.

So I would say having the capability of dropping down to boot DOS is key, Win 3.1 is already DOS in an elevated runlevel. So Win 3.1 I say.
