i need to make a sea-shell mermaid bra for a school play. I was hoping to use an old bikini top as the base for it. any suggestions on how to make one that won't look too cheesy?

Get one of those coconut bra things (I think I saw one @ Big Lots yesterday) & get a bunch of smallish seashells & hot glue them to it; totally covering the coconut shells. It'll give it more shape & probably be easier than trying to attach the shells to fabric.

If you can find a couple of large seashells, you're in business. If not, try to find a couple of those small seashell-shaped serving dishes -- they put nuts in them for luau parties. Paint them to look like real shells. Attach these to the bikini top, and there you go.

If you're artistically talented, you could also make your own seashells out of the sheets of craft foam.

Fun project! Get some raffia and 2 of those felt squares they sell at Jo-Ann's or any craft store. You can get them for just a few cents each. Cut a shell shape and draw on the lines with markers or fabric paint - whatever you have around the house. Sew them by hand or tie them onto the bikini cups. Tie the raffia onto the bikini straps to look like grass.

you can make it really stiff by gluing them on with hot glue, not sure if they would fall off though, you could try jewelry glue, use shells that arent too big, but have lots of little ones to fill in the spaces and you can use pearls too. i get shells at dollar tree and other dollar stores.you will want to cover the straps and back with sand colored fabric first so its not too visable, and fade the shells out where your arms rub on your bra sides so your arms dont get scratched, or cover your bra with shell print fabric.

There is one offered on EBay right now for $6.99 ( Buy it now cost ). You may get it cheaper. If you don't want to buy it, it might give you an idea how to make one.
