Check tools/internet options and delete your temporary internet files. Also delete all your cookies. Then under tools/internet options/security/custom level--make sure you are allowing active X downloads and java script downloads too. It's probably not those--but check all that first.
Get Spybot and remove all the spyware that is no doubt hogging up system resources, get CClean and run that on top of running a complete virus scan with the latest updated version of that.
You might try using a different modem--it could be your modem is shot or that your connecting cables and phone lines are bad.
Run a speed test here--http://www.speakeasy.net/speedtest/
You can also call up your phone company or ISP and see if they can run a test from their end and see if there's a line problem somewhere.

Could be one of four things:

1)Virus
2)Internet connectivity problem
3)Software or computer Operating System problem
4)Ethernet/Modem card problem

1)Run an anti-virus scan to see if there are any viruses. Trojans can also do things like what you described if they are not programmed correctly
2)You may have connectivity problems, either the incoming connection or your internet provider have problems. How long has this been going on? If not long, then it will most likely be your provider.
3) Try reinstalling all your programs. Sometimes that will fix it
4) Your Ethernet/modem card could be bad. Replacements will normally run about $60, but compared to what most computers already come with it would be an upgrade.

I had this problem and replacing my Ethernet card fixed it. I didn't have an upgrade in speed because I'm running 6 internet connections in one house but it does run more smoothly.

Hope I can answer your question! Feel free to contact me with your solution or any other problems/details at any time.
