You can use Flash (Macromedia) to make a game, but it takes a lot of patience and work.

I don't know about a site, but there is a great program called RPG Maker XP, it's extremely fun and there are a ton of different things you can do with it, plus, if you want even more (probably not, I've been working on my game for a while and I still don't see why you would need more stuff) then you can download more stuff. if there is a site to make a game, i dont think i would ever want to play the final products that people make.
