if u dont have long distance and someone calls u from out of state does it charge u or the other person

if you are in your home network..
then you do not pay anything for incoming calls no matter where the person is calling you from...!!

so in you case as well..
it is the person who is calling you who pays...!

you pay for incoming calls only when you are not in your home network... you pay charges for a service called "roaming"...!

so don't worry keep talking as long as you are in your home network!!

On a home landline phone, you do not pay.. If you are talking about a cell phone, you are charged 'airtime' for incoming and outgoing calls!!
