When you say it won't boot--do you mean it powers up and then it won't boot up to windows or do you mean it won't even power up at all? If it won't power up, first thing is to check that your outlet has power going to it--if not check your houses circuit breaker to that line, check your power strip is it's plugged into one and take a wiff of the back of your box near the fan and see if it smells like burnt plastic or see if you see and burn marks around that area. You may have fried out the power supply. When the power came back on you might have experienced a power surge. If it powers up but it won't boot to windows restart in safe mode, check all of your BIOS settings to your computers manual default settings and see if that fixes it. Sometimes you might have to reset your BIOS if there's a power surge depending on the motherboard. You could also try booting off from your windows CR rom disc and try to repair windows that way--it may have lunched your boot-up settings.

Well the worst case scenario would be that it got fried at moment of the power failure. However, if you have a laptop unplug it, take the battery clear out. Then replace battery and plug it in and try booting again. There is also a reset on some laptops, look in your User Guide. With a desktop there is a reset button - usually in the back somewhere difficult to see so look closely.

If you were using the computer at the time of the power failure then you may have broken the AC adapter box inside the computer. Also, you can switch outlets or power strips (if any) to see if those failed.
If not, you can try using the manual on/off switch in the back of the computer if you have one. If not you can try unplugging the computer for about 30 seconds and then plug it back in. Sometimes it's just because a switch tripped and you'll need to reset that switch.

Go to BIOS (it shows up during start up when it says press 'Del'). In BIOS you are given a lot of authority over the computer, from formatting drives to complete lockdown. While in BIOS just look for a command that says 'boot from disk', or 'boot from memory'.
