Berkeley has one of the best Psychology PhD programs in the US, so its undergrad courses are pretty good with stellar faculty.
John Hopkins is also pretty good.

Best bet is to try "Ultimate College Almanac 2007". I have it myself....interestingly enough, I want to major in Neuro Psych too. Email me or IM me and I'll check out the schools in there. I'm too lazy to look right now.
