I know how hot air balloons float- its how they change direction that puzzles me, as in how they go one way or another opposed to just where the wind blows them.

They follow the wind, however, at different altitudes the wind can have slightly different directions.

they only go where the wind blows.

if a pilot is skilled/lucky s/he can change altitude and find a wind blowing in a different direction.

but mostly... you plan your flight based on which way the wind is blowing today.

They are not dirigible, that is the operators can only control the up and down motion.
