It looks like a clip from 'The Ring Two' This is only a guess. In the first ring movie there was a similar little strange clip filled with strange images. So this might be from the second movie. Only a guess, though

I don't recognize it from the Ring 2. It could be from a music video as someone said before. I'm sorry that I don' t have the answer but good luck in discovering it.
