why dont my smiley faces work when i IM someone it appears with symbols and letters?

What IM program are you using? Most likely it is because you are either:

1) Using one version and the receiver another
2) The program was not installed properly, reinstall it
3) You may not be able to support IM icons
4) Parental controls may block them (if any)

Their account may not be configured to allow smiley's or they may not have an up to date version.
