Donald Trump is going to of course win because Donald's hair is his logo kinda. He wouldn't lose his head (shave it) because that would mean too much publicity on the topic.
Plus, Vince McMahon hates Stone Cold and vice versa so when Umaga goes for the cover, Stone Cold won't care but he will count fast for Lashley's cover.
