It's from Wayne's World. When Wayne goes into the guitar shop, there's a sign posted that says "No Stariway" meaning that he can't play "Stairway to Heaven"- a classic Led Zepplin guitar song that everyone plays and the employees get sick of it. Since you mentioned that you keep hearing it everywhere, it might have been featured in a more recent movie, but I don't get out much. :)
