Let me see if this makes you feel any better. I am a 56 year old man.
I sang first soprano (the very highest singing voice of everyone) until just after I turned 16 - I had a higher voice than ANYONE in my junior high school, boy or girl. But I was also the first boy in my class to grow body hair and to grow "down there". It was very confusing.
My birthday is the beginning of July. All summer I couldn't' sing a note - I couldn't find a tune, let alone carry it. But by September, when I auditioned for the high school chorus - I was singing BASS, (the deepest voice), but my speaking voice was still pretty high.
When I turned 18 after HS graduation, I again lost my singing voice, but when I got to college, I was singing tenor.(The highest male voice)
By my mid 20's I had stopped changing, and i am now a baritone at the high end. (Very middle of the road) My speaking voice still tends towards the high end of my singing range, but if I want to impress someone, I can speak quite deeply.
So, just relax - some of us take longer than others to find our true voice. In the last few years, when I sing while walking my dog in the park at night, my vocal range has begun to expand.
To be on the safe side, sicuss this issue with your doctor,

Look I'm 14 and it's like every few days my voice changes. A few days it's really high pitched the next few days it's really low (but I still sounded like a girl) Many times I'd answer the phone when my voice was low and I was mistaken for my mom who has a pretty deep voice. It's just puberty. It's just annoying cause I love to sing but my voice changes on me all the time.

Puberty v.2.0. You might be turning into a soprano. No relation to Tony.

Guys aren't finished growing until they're about 22 so your voice hasn't settled in yet. Give it some time.
I know! I know!
