Shoulder high gives you more resistance BUT aerobics are more about speed so I think waist high can let you do more if you move fast.

shoulder high because it offers more resistance and therefore a better workout. waist high wouldnt even do much at all for your upper body because watever routine or reps or watever that you do would not have any resistance involved.

i don't exercise, so i don't really know. but i would think shoulder deep water exercises would incorporate your whole body and increase body resistance compared to body surface, if that makes any sense at all, there i go babbling again about something i know nothing about

i would actually say waist becasue you are more heavy out of water do i would think you had more resistance in waist water

i would guess shoulder higher water makes manuvers harder therefore having the greater effect /benefit.
