You can get a tan if it is -0 outside as long as the sun is out. I have got a good tan going on right now, but I cheated and got in the tanning bed. ;)
The best time to tan is between 10am -2pm. You are going to get too burnt if you stay after 2 and you wont get anything before 10, good luck with getting brown and have a great time on vacation.

where does one live in order to wonder if 79 degree weather will be warm enough to tan?
Being from the mountains of NC, 79 degree weather is the perfect temp.
But you dont need a tan..you look GREAT! ;)

You can get tan/burned in any temperature of weather. I have got burned when it was an overcast all day long. As long as you are comfortable and it is not dark outside you'll get color. Just be sure to put sunblock on otherwise you'll be in pain and regretting it (you'll still get color even with the sunblock, especially if you're outside all day long). If you were to get burned though Aloe (the green gel lotion) works wonders!

Answer is yes. It is not the temperature that gives you the tan it is the sun's rays. So if it is clear and even partially cloudy you will still tan.

I have been told that if you can see a shadow on your skin when you hold up your hand in front of your skin, you can tan - regardless of tempurature - the only difference is how comfortable you are while you are tanning.

temp doesnt matter when your trying to tan.. all you need is UV rays.. even when its overcast(to a certain extent) you can get sun tanned/burnt
