We are still more punctual than many cultures. I am very punctual, but it is more or less a cultural value. In some cultures it is rude to expect someone to be some where on time. Time is looked at in a much broader sense--why rush attitude.
In America I think people who are late all of the time use it as a means of control and have an inflated sense of importance. They believe they are to important to respect your time.

I think its just a part of the decline of America's work ethic. Our ancestors worked all day long and hard,now people want to complain they've been at work for 2 hours and haven't had a cigarette yet. I wish more people did care. I'm in charge of keeping up with about 130 associates' attendance at my company and its a whipping! You're not considered "tardy" until 8 minutes after your scheduled shift,and yet,I have to document at least 25-30 people every week. It will catch up to them. I think even a good associate isn't good if they don't show the consideration for their employer by being on time.

There's more factors to take into consideration today. Years ago, traffic wasn't nearly congested. Depending on where many workers live, it's hard to gauge traffic. For example, in Los Angeles, you can leave your house at 6:00 a.m. with every intention of being on time; however, if there's an accident, forget it.
I don't think it's fair to say that all people are lazy. That's why many jobs have 10-15-minute grace periods now.

because everyone is too self-involved to realize that to most people, "get there at 7" means "get there at 7", not LEAVE at 7
i hate when people are late because i always try to be considerate and ontime

Americans have no responsibility, their ethics are lax and they just don't care about anyone but themselves. When you run into someone who is different, cherish their friendship, because it is rare today.
