I'm not sure if you are a beginner, or buying a gift for someone, but I think that you wouldn't be asking if you were an experienced skater.
1) First of all, I think that there are only 2-3 companies that make the decks (the actual wood). These companies ship out the decks to the skate companies and then they slap their paint on them, making them more expensive- like a BAM board vs. a shop deck. Unless you are looking for something fiberlite, which are way more expensive.
2) Trucks. To me, truck brands don't matter that much, the only big difference is weight and the king pin. I would start with the cheapest trucks- once you get good and find your style of riding, you can look into which truck best suit you.
3) Bearings. To start, go with the basic bearings like Bones Reds, Ninjas, or Speed Demons. When you get super good, you can spend money on ceramic bearings (which gets better the longer you have them) or 6-balls- those are good too. You can always buy a little tube of speed cream if desired, do not use oil or WD40!
4) Wheels. Size depends on what you like to do. If you are beginning, I suggest a 52-53. I say 50-52 if you are going to be doing a lot of flip tricks (board is closer to the ground). For bowl riding, 53-54. Any larger than that, you might need risers so your wheels don't scrape your deck. I prefer Ricta Super Crystals. They are a little gummy and provide a little shock support so you don't land so hard, and they flat-spot less too!
5) Hardware. It's all the same. I use Shorty's 1 1/2 in. Always tighten hardware good. It's the nut on the truck that you loosen or tighten for turning radius. Make sure that you get a larger size hardware if you are using risers.
6) Grip. Make sure the person putting on grip for you (or yourself) that the ends are sanded and sealed well (I use the shaft of a screwdriver) to prevent peeling.
The best place to get your goods is any skate shop. Don't get your pre-made board at Wal-mart! Just make sure where ever you go, that the staff is helpful and knowledgeable in answering your questions.
