FIFA is predominantly French and South American - so it usually goes to a South American or a country France likes. That means English based players are bottom of the list - as Brazillians don't like coming to the premiership and the French hate us as much as we hate them.
When you consider that the likes of Shearer, Beckham, Giggs, Zola, Bergkamp, Owen, Viera, Keane, Scmeichel, Baros, Ince, Stam, Seaman, Southall, Viali, Zenden...etc. have never had a sniff of it and fat Ronaldo has won it twice, you can see what I mean...

If you've look at the past few years, there were a few English Premier League players that were nominated such as Lampard (2005), Henry (2004, 2003), Becks (2001, 1999), Bergkamp (1997) and a few others. To be fair to the lads, to get nominated as the top 3 is already a very big challenge. You gotta admit that Cannavaro, Ronaldinho, Ronaldo played an important role for their club/country. If you look at the list, not even players such as Cantona made it into the top3 and he was sucha influential player for Man Utd over his years.
Dont worry tho, with Cristiano Ronaldo's performance this season so far, i can only say he's gonna improve. Lets watch him shine in the English Premier League and also in next year's Euro Championship. With his performance improving, he's bound to win it sooner or later. Just watch it and enjoy his football!!!

Because they are rubbish?
That could be also why England never do well in the World Cup. They are just bad at football. Accept it.
