Is this indicative of someone getting access to all my files and reading them, downloading them or whatever? I have McFee protection, and use a computer that everyone where I work has access to by their own passwords, etc. The icon was a round yellow moon with a grinning face,.

If you right-click the file and chose Properties (or hold Alt and double click) the window that pops up should have some information about just what kind of file it is, which might help determine whether it's something you want to keep or something malicious. The icon itself doesn't help since it's not one I know of, but it could indicate that it is a data file for a program that's installed. (Or at least Windows thinks it belongs to a program that's installed.)

Knowing the file type extention (aka .gif .jpg .exe) would also help, but by default extentions for known file types are hidden. That might have to be changed (at least temporarily) through the Folder Options control panel. (If you even have access to it.)
