If it doubles as you move up, then it halves as you move down.

If in the 4th grade there are 36, then in the 5th there are 36x2=72, and in the 6th grade there are 72x2=144.

Now again, if in the 4th grade there are 36, then in the 3rd grade there are 36/2=18, and in the 2nd grade there are 18/2=9.

If it doubles with every grade then you would:

For the third grade, you'd divide 36 by 2 = 18
For the second grade, you'd divide 18 by 2 = 9

For the 5th grade you would multiply 2 with 36 = 72
For the 6th grade you would multiply 2 with 72 = 144

i'm sure there is a simple algebraic formula to help you solve this, like g+1 (grade plus one) = 2s (2 lots of the singers), it's been too long for me so i'll think about it manually.
working backwards....
4th grade = 36
so 3rd grade = 18
and 2nd grade = 9
working forwards......
4th grade = 36
5th grade = 72
6th grade = 144
