It was called the Pact of Steel.
It was made becuase Hitler was planning a war, and needed allies. If Italy could block Greece out, and sack North Africa and possibly some o fht eMIddle East, Hitler would have oil reserves and a strong ally to fight Russia in the East later on.

Mussolini saw that Hitler was gaining power in Europe, and knew that his intentions were to take over the world. with this information, he decided that it would be smart to join up with him because otherwise they would just be another victim to the war machine. Also this would give them much more control in europe if all went well( it obviously didnt). THis alliance was called the axis, its main parties were Germany, Italy, and Japan. the other party was the Allies, they consisted of the U.S, Britain, France, Russia(even though the other allies didnt approve of their policies which would be evident later in history), also after October 1943, many italians started to aid the allies because they saw them winning the war.
