Music theory is the aggregate of rules which govern the building of scales and chords in western music. It includes the study of major and minor scales, blues scales, modes (a fancy kind of strange sounding scales). Furthemore, music theory adresses "rules" of composition, chord progressions, and the pedagogy of writing music.
When you play scales, music theory tells you how many sharps and flats are in each key, and the intervals between notes in different scales.
