He wasn't ready. Stephanie didn't want to give him a push because he wasn't ready, gimmickwise and wrestling wise. Vince wanted him to turn heel, however steph gets the ultimate decision in terms of talent. She's still pushing for Daniel Rodimer. Rumor was he was going to start as a heel in Rated RKO, but they're gone, so hopefully he makes the WWE anyways.
