There is a B&W movie (at least I think it is B&W-maybe color) made in Japan that is very similar to the On the Beach movie - very anti-A-bomb war. It was sub-titled in English. I am not sure of when it was made but I saw it back in the mid-90s.

I searched the internet movie database for keywords of Japan and anti-war. Three movies showed up, so I suggest looking at those three and see if the plot mentioned is the one you want. Just click on the link below to get to imdb.com

It might be "Ningen no joken I" (1959), "The Human Condition I" (USA title). Without more of the plot, it's hard to really say. Here's a link to it though...
