Which has a bigger scale: a map with a 1:20,000 scale or a 7.5' topographic map?

Most 7 1/2 minute maps for the United States are at 1:24,000 scale, which is a standard in the USA only. Other countries use standard 1:25,000 or 1:50,000 metric scales, as does the US Department of Defense.
