Yes. There are many species that are called "mice" or "rats", but in most domestic situations, "mice" are members of the species Mus musculus, while "rats" are members of either of two species, Rattus rattus (black rat) and Rattus norvegicus (Norway or brown rat).
These rat species are larger than mice, while mice have larger ears.
These are basic differences, you can find more listed here:
http://www.ratbehavior.org/RatsMice.htm
All these species belong to the family Muridae, and this is the single largest and most diverse family of mammals in the world! However, in contrast with the more or less restricted geographic distributions of most species, rats and mice live practically everywhere (as long as there are people, because we create the wastes that they feed upon).

Yes, there genetic structure and them. Rats do not live where mice do. Rats are usually bigger than mice, bigger teeth and claws. Mice are used in experiments more than rats, they are more friendly than rats and mice can be genetically engineered with all types of DNA situations. Rats usually live in filthier conditions than mice, sewer, garbage, etc. Mice like to live in our houses and if there is barns.

Well, yes there are. That's like asking if there's difference between goats and cows, chickens and eagles, white sharks and rainbow trout...or humans and apes. They're all entirely different species, though they look amazingly alike.
