Just a Wifi card on your laptop, and most laptops nowadays have wireless cards.. This is if the hotspot in starbucks is not password secured and require a payment to surf.. Most starbucks are free i think

I pressume your laptop is capable or does have a wifi. If so, then you have to register to a wireless provider like Access-Icell or at wireless@sg depending on the availability in the hotspot (e.g. McDonalds use Access-Icell). And by the way, yes it is free, you just have to register your cell phone number and they will send you the password via SMS. (I don't know if they charge you thru your cell phone service provider like Singtel....haven't checked it yet )
I hope this answer your questions.
Happy Surfing...and wifi-ing
