There is only so much space on a partition and you can't increase it unless you use a compression utility (not a good idea).
You will have to get rid of some junk files to recover space.
Windows OS is kind of like a ball of fly paper rolling down hill as it just keeps collecting more and more junk the more you use it and keeps getting bigger and bigger and slower and slower.
You need a system cleaner program and a registry cleaner program to fix it.

Some more options:
If you have old files you don't want to get rid of but you don't look at very often either you can put them in ZIP files to decrease their size some.
There is also a setting in windows you could change but it doesn't really matter. Let me explain. If your looking at disk defrag and it says you have 30gig free space, you might actually have anything from 30-39 gig free. This is due to windows system restore services. There is a certain amount of space set aside strictly for setting restore points for you computer, if you decrease the space by changing the settings in control panel-system-sytem restore tab-highlight the drive-click settings, then your drive will actually show it has more free space on it. The only downside is that you won't be able to set as many system restore points as you would before, so be wary of this if you choose to do so.

You could try getting the clean up wizard to work right. Alter the cache size on your internet settings down to 1mb or 8mb. Defrag your computer and delete unwanted software. Convert to NTFS if your file system is FAT32. This makes better use of hard space.

Partitioning won't increase but decrease your space.. You can increase the space by delete old unwanted files..
