First of all, try this speed test: http://www.speedtest.net/ to see what you are really experiencing. Sometimes it's just the site you are downloading from.
Do you have a direct connection of your pc to the modem? If so, call the provider and have them test the line from their end. I'm getting the feeling it's a poence of bad equipment or line on there part.
One possibility: Do you have the modem connected to your pc via usb? If so, is it a high-speed 2.0? If it's a 1.1 (slow) version, it would perfectly explain your slow speed.

The provider tells you the internet speed in bit per second while PC's use bytes per second to specify the speed. 8 bits form 1 byte so the REAL speed you can obtain is 187.5 kbps.
Now this is the speed you have if you're connecting to a internal server (from your country). If you're connecting outside the speed will be lower (in this case I guess around 25-30 kbps maximum).

call and ask wuts wrong try erasing things you have viewed like websites by going to
1. tools
2 click internet options
3 click delete files
4 delete cookies
5. clear history
6. click ok
it might take a little while if youv'e never cleaned it don't panic just sit and wait

thats because they tell you that the max. speed.. if you are online at night it will be faster because not so many people will be on at night.. i have cox and they say the max speed is 12 mb, the highest ive ever got was only 6 mb

bittorrent is always slow like that, unless you have a reliable website to download from.
you might want to try the usenext client, super fast d/ls but you gotta pay monthly. i would do it, but i don't have a credit card.
also, one other things is you may have a virus.... sorry to break it to ya!
