England, had a longer history of practicing democracy. France had gone through several systems in the period from the late 18th century until 1900.

In 1900 France was about to be convulsed in a watershed issue: the Dreyfus affair. When the eventual military and civil proceedings associated with this controversy were over, France had broken the alliance of the military and the church, transferred education from the church to the public sector, and firmly established itself as a secular state. Both countries were democracies from mid-century or so on, in that the vote provided [male] citizens with opportunities for participating in public decision making, but from the Dreyfus affair on, France's democratic orientation is arguably stronger than England's, where the aristocratic and clerical classes continue to wield disproportionate influence.

End (second half?) Unquestionably England. The U.K. had a parliamentary democracy. France was ruled by the Second Empire of Louis Napoleon III from 1852-1870. From then on, France was convulsed by "affaires." The first was the attempt of Boulangeres to take over the government in a coup of 1880. The next was the accusation of treason against Capt. Alfred Dreyfus.

If you look at the effects today France seems to have wayyy more freedoms than either Great Britian or America where in those two countries it seems illusionary in France it seems to be pretty easygoing and laid back.
