i was wondering if anybody knows what it means or connotes to wear striped black and white or red and white stockings.

Fairies are often pictured wearing striped stockings, and witches in their traditional black duds (think the witches at the end of Practical Magic) usually wear striped stockings.
I suppose it probably started with an influential artist who thought striped stockings were cute. Therefore, he/she put striped stockings on fairies and witches and leprechauns, other artists followed suit, and those who looked to the art for inspiration thought, hey, striped stockings are what fairies wear!
But as to who did it first...dunno. I'm not much of an art historian.
Or fairies actually DO wear striped stockings.
