Interesting question. Here's the simplistic answer:
Cambodia was granted independence from France in 1953. After a lot of political turmoil, the Khmer Rouge secured power in 1975. They wanted to "purify" Cambodia of any and all "western influences" and return the country to a totally agrarian society. They force everyone to move out of cities into the country. In the process, they eliminated everyone that opposed them or had any "incorrect thoughts" or memories in their head. Famines and malnutrition resulting from this social disruption help kill a lot more.

A few well intentioned liberals
These people saw nothing wrong with North Vietnam's occupation of 2/3 of Cambodia (Ho chi minh trail) which destabilised the government there. The NVA installed the Khmer Rouge in power after the US cut and run (followed by a complete cut off of aid to the RVN troops- after all the RVN could not be allowed to win after the Dems orchestrated a US defeat)
When discussing the genocide in Cambodia, please remember the genocide in North Vietnam, South Vietnam and Laos. The genocide of the Montagnard tribes is still going on.

It was the Khmer Rouge. Pol Pot's red army with their decentralization politics.
They closed schools, hospitals, stores, banks, businesses, churches, every possible organization and institution in their society.
Everybody was to be transported to their designated agricultural area to work on communist farms. Families were split up to be sent to different regions to work. For food each worker received a bowl of watery soup with some grains of rice in it, which was not enough nutrition for people doing hard labor in the burning sun.
Anyone who protested was punished harshly, to the death in many cases, which led to the killing fields scenario. Bodies were dumped in trenches and shallow mass graves.
