Is this normal?
It was a new expensive one.
I've tried every type of disc(r-rw-r+,different manufacturers...)
I've tried the discs on multiple dvd players (new and old) and
THEY SIMPLY SAY LOADING and they don't load.

Make sure you are finalizing the disk!

Most people seem to overlook this step since it isn't done automatically. Once the disk is finalized you can no longer add anything to the disk but it should now be playable on MOST dvd players.
After having said that, you have to know that some dvd players have problems playing R/W disks so you may want to stick with -r and +r disks.

You're probably not burning it correctly. If you're going to use the DVD as a data storage, then you can use any DVD or CD type (- or +).

If you're going to record something for a DVD player, then I suggest you use DVD-R (minus and not the plus).

Make sure you close your CD or DVD at the end of burning. Otherwise, you can only view the burnt DVD on the burner and not any other player.

What tool are you using to burn the DVD/CD? Try using something like Nero.
