Chlorine bleach evaporates with no residue. For greatest sanitizing power you should wipe down surfaces with your bleach solution, then let it air dry before use. Also, the water should be slightly cool to the touch since heat deactivates the germ-busting efficacy of chlorine. If you rinse, then dry the surface that you are sanitizing you will end up with more bacteria on the surface than if you let the bleach air dry, so yes, it COULD hurt to rinse it off.
