Most women do, most men don't - like in the States, really. It's an individual decision, of course, but an unshaved woman in a bathing suit would certainly be considered unusual, and unhygienic by some.
(The same is true for other body areas, btw.)

Being a european woman, I can tell you that the vast majority of women would remove underarm hair, with a few exceptions. The vast majority of men wouldn't remove their underarm hair.
