i have a question to you ah, which country do you think had a stronger democracy at the end of the nineteeth century, France or England.

England without a shadow of a doubt.

Although a monarchy, the "Divine Right of Kings" had been thrown out 250 years prior to the end of the 19th century and the real power of the monarch was limited. True power lay in the democratically elected government. It wasn't perfect (there were rotten boroughs which returned dodgy results) but certainly better than France.

In contrast, France had moved from a divine monarchy, through revolution to something that they thought was democracy, but wasn't really (it was an elitist set up), which dissolved into the decidely undemocratic republicanism of the Napoleonic era. He may have been the popular choice, but Napoleon was not democratically elected to power.

Technically, Englnad never had a democracy, they had a monarchy, and they still do because they're ruled by a queen and represented in parliament. But I think that England was still under better rule than France was because France had underwent sooo many different types of governments due to the Revolution and Napoleon's rule.

England, mainly because the English beat the French at the battle of Waterloo, and the French never got over it.

To this day, the French remain bitter, as Britain saved them in the 2nd world war, and the French can never repay the favour back.

Plus, they eat snails.
