I'm not from Downey, CA, but you might want to call the places below. YMCAs and community pools usually give lessons. They should be able to help you or direct you to someone who can.

1) Downey Family YMCA, 862-4201

2) Downey Community Aquatic Center, 869-2300

The best thing I can tell you from teaching swimming lessons that at that age it is better for you just to get them comfortable being in the water your self because you enter them in swimming lessons would have to be in a mommy and me class and those classes normally are not worth it. So I would work with them on your own until they are five and can actually enter level one and be on their own and really learn something.
