At about age 12 months it starts to become appropriate. SInc the site I am reading says even a little sooner is OK, I think it is safde for an 11 month child.
What I did with my girls.
1) Bought a plastic sand box WITH COVER. Keep the sand covered when not in use. Do not leave it open.
2) Change the sand depending on the seasons in your area about twice a year
3) Always supervise the child (you probably knew that)

See how they react and play with it first. Supervise, then make a decision. There are better things to play with. In Florida most kids get pinworms from the playsand that sits there.
