-The Amish
-Reasons why kids should work harder in school (man do teachers ever love this one, I've tried it myself)
-History of some interesting object or idea such as the yoyo.
-Describe how something works (basic mechanics) such as an elevator or gumball machine
-Describe ways to do something, for example learning to play an instrument or writing a good paper
-Tell about a time when you did something you were proud of
-Pros and Cons of doing something like getting a pet

Is there any topic related to her school being discussed right now, such as the school make up of middle school being fifth, sixth and seventh grade? There is often a controversy brewing in any school district over something where the students' views should be heard but only the adults are discussing it. The same could be true for the community. Possibly an area that is debated between parents and people her age where she could present both sides.
Another would be whether Girl Scouts should be expected to sell cookies to raise money.

If the speech is all impromptu, then it should be a story she can elaborate on. In my speech competitions, I was always told to connect what I said back to real life and make it relevent. Go over with her the night before the topic you chose (say, sports not allowed in elementary school) she can use a passion she might have for say...baseball and say how unfair it is that gloves, mitts, bats, and balls are forbidden at her school for "safety reasons". Then she could talk about how sheltering people from danger inhibits growth. If you keep a tree in a pot, it will grow, but the sides limit the growth, just like fences in a baseball field. A closed mind, like fences, limits free thought and play.

Ok, if your sister LOVES public speaking like I do, then sign her up for Speech Classes in the Summer! Or even now. In speech you practice public speaking. Plus speech is fun, so you should sign your sis up for speech classes

The topic should be something she is VERY familiar and comfortable with. A pet, a prized posession, a family member, a hobby, a favorite subject....anything she can easily talk about.
