I need to write a paper on a crime control policy, what should I choose?

The paper has to be 20 pages so I need a topic that will provide tons of info.

A less controversial, but equally fascinating topic would be the effect of quality of life crime and code enforcement on the overall crime rate. It's a theory which was implemented in New York City under then Commissioner Bill Bratton, who's now in LA, and is credited with having a dramatic limiting effect on crime.

The theory is that if you take the people doing "small" crimes off the street, you have snowballing effect in limiting all crime.
