1) That depends on where you live, and what the local government requires. 2) It depends on how you want to approach this. Usually you'd want to do it at their place as much as possible. Minimize their charges. 3) You will need professional tools and diagnostic equipment... If you actually want to perform repairs. 4) That's up to the customer.
