The correct answer is C. Humidity is the measure of the amount of moisture in the air. When it reaches 100% saturation rain develops.

It can be raining when the humidity is 20% or less. Rain falling from clouds way up in the sky has little to do with the humidity at the surface.

Although c. is a possible answer taking all te moisture in the air, the most probably answer would be D, as the weather will be moist and misty out and any rain that does fall will be light becuase of how stable the air is at that point.

most probable answer is D. it is possible it can rain when humidity reaches 100%, but that is not always the case. when the relative humidity reaches at or near 100%, the weather results as dense fog conditions.
