I think it's a response generator and you get real responses but they don't apply to your question but just an insult.

OMG!!!!! That is such huge prank! I nearly fell for it, and almost went nuts trying to figure it out, until a boy finally told me the secret of it.
Instead of typing the petition, "Peter, please answer:" just type a period (.). That's it. Just a period. Instead of what you typed, a "P" will come up. Type whatever you want after it, and the rest of the petition will come up by itself! So you could, say, type the answer to the question in the petition box, then type the question! No one will figure it out as long as they're not watching your fingers. I have to admit, even though I fell for it, it was a pretty funny prank.

I just asked a question and I got a no comment answer so I'm not sure if it's real or not .

If you're referint to The guy who answers questions then,
Yeah Ive heard of it,
in fact my brother was trying to ask him something yesterday but he wouldnt answer, I THINK ITS FAKE, cuz he didnt answer his questions,
but my bro says he has a friend who tried it and Peter told him he would be under his bed, which is freaky.
MY bros friend said he didnt sleep because he was scared but still its fake.
