It doesn't matter where you go to be a writer (or what you study).

Some would say major in English, but many successful writers have different degrees, running from marine biology to law to medicine. I think Steven King did English...

You should take a subject that interests you. Your books will reflect the knowledge you have gained.

The University? well, writers come from all over. If you get into someplace with a good reputation for English (like Columbia or Oxford) or whatever subject interests you, or you could pick somewhere with a good library (in DC you'd be near the library of congress).

In an English degree at a top University you might meet some future agents, but it really doesn't matter where you go (as long as it's reputable). You don't need a degree to write, but you'll learn how to do things like research and work on your own, that should help your writing career.
