No, Wolfram never tells Yuri that he loves him. By the end, Yuri knows that Wolfram loves him, but it's never directly spoken. Nothing every happens between the two of them (nothing major that is).

Wolfram is obsessed with Yuuri and insists on following him everywhere as he claims it's his duty to protect his fiancÃ©. The blond noble often hides his true feelings for Yuuri but it is obvious he loves him. But he did not tell it to Yuuri, and yuuri knows that wolfram loves him. (:
