Instead of using a foundation around your eyes use a concealer on it's own and only brush a little bit of powder over it. Clean and Clear has a good one that's cooling so it gets rid of the redness and brightens up your eyes to cover up the blotches. Remember what's obvious to you as you stare at your reflection may not be as obvious to someone else.
Personally I like Almay foundations - they go on really smooth.

You should first use only concealer around your eyes, the skin around the eye is very thin and sensitive and you should use a good moisturizing foundation. Clinique has a great one called dewy smooth, it doesn't settle in the lines and its moisturizing with out making your skin oily. it also has great anti-aging and fine like repair ingredients to help your skin. its not too much money but you dont need a lot so dont try to cake it on thinking that it will cover more and better. You can also try Repairwear, Moisture Sheer Tint, or Perfectly Real make up by Clinique.

Like some of the others said, time to try some different foundations out. I know from my own personal exp. that colorstay settles in fine lines horribly, so its probably time to throw that brand away. The Bare Minerals stuff( they have other brands like that at walmart) is good, but again, you gotta keep it off the eye area. I use Merle Normal's LUXIVA foundation, wears well with fine lines.. but always try to keep the foundation as light as possible around those eyes!!!

I am 29 yrs old. And I think you need a more moisturizing foundation. Try Dewy Smooth by Clinique. It covers very well and gives you a super glowing skin. Also, you should use a moisturizing eye cream...along with your moisturizer. Nivea has great ones.
Good Luck!!

You should try Avon's new eye cream http://shop.avon.com/shop/product.asp?src_page=product_list.asp&level1_id=300&level2_id=302&pdept_id=327&dept_id=402&pf_id=30492 I heard it works really good. Now your lines will be reduced and your foundation won't look as bad around the eye area.
They also have other eye creams you should take a look at.

Shop around for different products, try a matte mousse, or something you haven't tried before, and remember, when you are using foundation under your eyes, go a shade lighter.
