He could remain in office by declaring Martial Law, but he'd have to have a darn good reason for declaring Martial Law. The only really viable reason would be a nationwide state of emergency, let's say a major pandemic.
What you're probably wondering about is the Pentagon's 2002 request for legal experts to review the Posse Comitatus Act, with a view to deploying US troops on US soil to put down war protests (the Pentagon was already committed to invading Iraq at that time). Only last month a joint bill was introduced (called the Leahy-Bond Bill) which is meant to modify the Insurrection Act, which also limits a president's power to assert federal authority over and deploy the National Guard and US troops on American soil in order to quell insurrection.
Both Presidents Reagan and Nixon defied the PCA by using the military to replace federal workers during strikes. However, the intention of these orders was to ease temporary disruption to air traffic and postal services respectively, and were not considered police actions.

If we didn't have a Congress that is a force that Dumbya has to recon with, (can you say subpoena?), ANY excuse would have been possible, Patriot Act, or whatever, since Dictator Dumbya thinks the Constitution is just a "GD piece of paper". He is STILL acting as if he is a dictator, but he is now more and more a politically dead dictator walking.

Go read this. It will help you better understand what the patriot act is for. It's to defeat the war on terrorism, not let bush be president for more than 8 years. It's against the constitution, and the congress would never have let a law like that pass.

If you mean, can he stay on as president for longer than 8 years, the answer is no. That would be a violation of the 22nd amendment, which Congress on its own does not have the power to overturn or amend.
